Attention! EU's New Detergents and Surfactants Regulation Approaches Implementation
On December 8, 2025, the European Council formally approved the New Detergents and Surfactants Regulation, replacing the nearly two-decade-old previous regulation (EC No 648/2004). The new regulation will come into force after adoption by the European Parliament, with a transition period of three and a half years to facilitate a smooth compliance transition for businesses.
This revision aligns with technological advancements and market developments, reflecting the EU's strategic direction toward greener, digitalized, and modernized chemical regulation.
Core Highlights of the New Regulation
1.Expanded Scope, Covering Emerging Product Forms
Detergents containing live microorganisms are now included in regulation for the first time. Given their proliferative and environmentally responsive nature, specific safety assessment and risk management requirements have been established.
2.Comprehensive Ban on Animal Testing
The new regulation prohibits animal testing for detergent development or compliance purposes, promoting the adoption of alternative testing methods and reinforcing ethical standards.
3.Simplified and Digitalized Labeling System
4.Mandatory "Digital Product Passport"
5.Stricter Biodegradability Requirements
6.Optimized Compliance Responsibilities and Market Surveillance MechanismsClarifies the division of responsibilities among economic operators such as manufacturers, importers, and distributors. Non-EU manufacturers without a legal entity in the EU must appoint an EU-authorized representative to ensure effective regulatory coverage.Strengthens market surveillance mechanisms, confirms the applicability of the Market Surveillance and Product Compliance Regulation (EU) 2019/1020, and establishes rapid intervention and safeguard procedures for products that are "compliant but pose potential risks."
